And that’s every Operator available at launch in Black Ops 6 multiplayer. As you may see, some of the Operators will initially be locked behind the Vault Edition of the game. These special Operators will likely be unlockable in other ways in the future, but for now, you can only use them if you purchase the Vault Edition.
Every other Operator can be unlocked through level progression or right away by default. The highest player level you have to reach to unlock an Operator is level 40 (Stone, Crimson One).

So, you’ll have a majority or all of the Operators unlocked by the time you hit the max level of 55. From there, you’ll have to decidewhether or not to Prestige in Black Ops 6, but don’t worry, you won’t lose access to Operators for prestiging.
