The Infernal Hordes is more of an endgame activity, so it is not accessible immediately after creating a new character. However,it will become available once you reach World Tier IIIand have completed Locran’s questline. Once you reachNightmare World Tier inDiablo 4, you will have to assist Locran at Rakhat Keep to unlock the final step in the questline: To the Edge of the Abyss.

Enter the Hellgate with Locran to fight through massive waves of enemies to reach the Fell Council.
